The project included coordination efforts among Allen County, INDOT, property owners, Genesee Wyoming Railroad, environmental resource agencies, and utility companies. Significant challenges for this project included coordinating the design of all five phases of construction simulanteously. Construction will occur in phases over multiple years. The first two phases, constructed and open as March 2019, consisted of a roundabout at Hadley Road and Flaugh Road connected by a 3-lane section from Hadley Road to Clifty Parkway. The next two phases constructed the remainder of Bass Road up to the intersection with Hillegas. The last phase will consist of reconstructing Bass Road from Scott Road to Hadley Road. The last phase also includes designing a nearly 500-ft bridge span over Durnell Ditch.
