Refresh Evansville Program Management

American Structurepoint is providing construction management, administration, and inspection of multiple water main upgrade projects throughout Evansville as part of the Refresh Evansville Program. Refresh Evansville is a long-term strategy implemented by the Evansville Water & Sewer Utility to replace aging water mains and supporting infrastructure through the 1,000 miles of water lines within the system, of which 600 miles are cast-iron pipes with an average age of over 90 years.

 

The program’s goal is to replace 15 miles of water main each calendar year with an estimated budget of $20 million per year. A portion of these projects are funded under the State Revolving Fund (SRF) process through the Indiana Finance Authority as well as open market revenue bonds. This has required American Structurepoint staff to assist with SRF document inclusion in the bid packages, ensure SRF documentation compliance during construction of the project, and facilitate accumulation of required documentation for closing out projects through the SRF process.

 

We are very active in program communications and stakeholder outreach activities. In addition, American Structurepoint takes a proactive approach regarding communicating and coordinating upcoming replacement projects with Evansville’s associated public agencies.

 

To date, American Structurepoint has inspected 26 projects totaling 30 miles of new water main pipe that included 289 new fire hydrants, 811 new valves, and 2,740 service connections.
