Elm Street Railroad Grade Separation

This federally funded LPA project called for an Elm Street underpass beneath the Indiana and Ohio Railway’s track. Additionally, the project included a roundabout intersection and the reconstruction, widening, and realignment of Elm Street between Bellefontaine Avenue and Shawnee Street. Environmental services in compliance with NEPA included preparing a ‘de minimis’ Section 4(f) evaluation. Field studies included a wetland delineation, assessment of historic properties, a Phase I and II ESA including determination of potential hazardous waste locations and other potential environmental problem areas, and ecological assessments necessary for proposed improvements.
