Bass Road Corridor Improvement

This $25 million LPA road reconstruction project included design of 4.5 miles of a new 3-lane roadway section with curb and gutter, new storm sewers, a multi-use path, traffic signing, and four roundabout intersections.

 

TRANSPORTATION
The project included extensive coordination efforts among Allen County, INDOT, property owners, Genesee Wyoming Railroad, environmental resource agencies, and utility companies. Significant challenges for this project included coordinating the design of all five phases of construction, which will be constructed sequentially. The first two phases, constructed and open as of of March 2019, consisted of at Hadley Road and at Flaugh Road, connected by a 3-lane section from Hadley Road to Clifty Parkway. The next two phases constructed the remainder of Bass Road up to the intersection with Hillegas. The last phase constructed Bass Road from Scott Road to Hadley Road. The last phase also included designing a nearly 500-ft bridge span over Durnell Ditch.

 

 

ENVIRONMENTAL
American Structurepoint provided environmental services in compliance with NEPA for this project. The environmental services included preparation of an CE 4, Section 106 Adverse Effect and associated MOA, Section 4(f) ‘de minimis’, Section 6(f) coordination, Environmental Justice Analysis, and public involvement. Also, American Structurepoint completed multiple Additional Information (AI) documents to re-evaluate environmental impacts since it was phased for funding and construction.
